Esther Care works with government and non-government organisations on education reform, with a focus on 21st century skills and assessment. She was coordinator for pilot of a new indicator of SDG 4.7, and works with UNESCO on the substance of global citizenship in Asia. She is working with ReLi in East Africa on assessment of life skills through the AliVE initiative, and recently concluded a 2 year term as Team Leader for an Asian Development Bank study on EdTech Solutions for Last Mile Schools in the Philippines. In recent years Esther has collaborated with UNICEF Indonesia on student assessment of 'karakter' for the national assessments; has concluded work with Myanmar on their national assessment system; and with UNICEF on Sri Lanka's education reforms.
